Complaints can be arbitrarily dismissed without giving any kind of reasoning, justification, or by simply using a general ambiguity. After filing forms and investing a lot of time, an individual can be advised at the end of the proceeding that he was in the wrong department or organization all along, and that the process needs to be restarted somewhere else.
