Mathew is an Eagle Scout , and he based the plan for his mural on the structure of a leadership project he ’ d done with the Scouts . Plotting out overall vision , community benefit , budget , timeline , communication plans , work plans , safety , equipment , and miscellaneous concerns , Mathew ’ s proposal now serves as a template for all future proposals to Paint Parker , the organization that oversaw the project .
