A Note From The Editor : The last time I wrote about Libre's Law it was October, and over 26,000 people in PA had just signed a petition and hand delivered it to state legislators, requesting passage of the bill. If you fol- lowed the story at all, you know the movement was inspired by a 4 month old Boston Terrier pup that was left for dead after horrible neglect at a Lancaster puppy mill in 2016. Its goal was to strength- en Pennsylvania's lax animal abuse laws. Libre, now a happy, healthy 27 pounds, was at the Capital last week, when the Senate approved passage of the bill by a 49 - 0 vote. Governor Tom Wolf has pledged to sign it into law, noting that it's long overdue, as Pennsylvania is one of just three states without a felony statute for severe animal abuse. Prior to this law, the overwhelming majority of animal cruelty crimes in PA have been charged as summary offenses, no matter how heinous the abuse, making it on par with getting a parking ticket or loitering. Libre's law will update existing laws and increase penalties for animal abuse, with the most significant changes in three decades. Offenses will now be categorized, based on the egregiousness of the crime. It also places limits on tethering dogs outside. Libre attracted fans the world over when he was rescued from the Lancaster County farm, where he nearly died from a variety of ailments, including sepsis and mange. His abuser got off with a slap on the wrist. The pup's amazing recovery was chronicled on social media, and his new owner, Janine Guido, calls him her "bug-eyed miracle." He racked up more than a few supporters at the Capitol, too. Senator Daylin Leach summed up the year-long effort to pass the namesake bill, accurately and touchingly, when he said that it's important for us to "recognize that when we treat animals with respect, we make ourselves better human beings in the process."
