Adoption Of Morgan Hill’s General Plan
It has been an exciting 3 + years for the City of Morgan Hill as the City embarked upon
a major planning process, called Morgan Hill 2035, to help guide development, land use,
growth, and conservation in the city for the next 20 years. Specifi cally, the City undertook
a comprehensive update to the major policy documents that guide the city’s economic and
physical growth as well as maintain and improve the community’s quality of life. In late
July the Morgan Hill City Council is expected to adopt the General Plan which will guide
Morgan Hill through the year 2035. morganhill2035.org/
Residential Development Control System (RDCS)
Established in 1977, the City of Morgan Hill’s unique voter approved growth management
system regulates population growth through the provision of residential building
allotments. The current growth management system is set to expire in 2020. While
the growth management system has resulted in high quality residential development,
the implementation of the program is time consuming and expensive for the City to
administer. Through the Morgan Hill 2035 process, City staff and community stakeholders
have worked hard to update and simplify the growth management program while
maintaining the goals of preserving neighborhood character, encouraging preservation of
open space and water conservation, and appropriately pacing development. It is anticipated
that the Morgan Hill City Council will take action to approve a fi nal draft of the updated
RDCS, including an updated population cap at the end of July 2016. At that same time it
is expected that the City Council will also approve language for a ballot initiative for the

For over a year, a team of dedicated Morgan Hill community members, stakeholders,
City teammates and consultants have worked to develop Morgan Hill’s new Bikeways,
Trails, Parks and Recreation Master Plan. The Master Plan will guide the improvement
and future development of a robust bikeways, trail parks and recreation system in Morgan
Hill. It weaves together three separate plans and will create a current, comprehensive and
community-driven tool for staff and decision-makers to prioritize improvements and
investments. The Master Plan will also help support goals and programs to improve our
city’s health, environment, connectivity and recreation options.
The Master Plan is scheduled to be adopted by the Morgan Hill City Council in
