The legislation is hardly new and many livestock owners have already complied with the registration of identification marks . However , the introduction of the cell phone and the collapse of Telkom lines in rural areas has resulted in many redundant phone numbers . The consequence is that when even properly marked livestock is recovered by the SAPS , the telephone number is obsolete and extreme efforts are required to make contact with the owners . The same applies to identification numbers ( IDs ) of livestock owners . The last few digits of all identification numbers changed some years ago and in both the case of telephone numbers and of IDs the Registrar of Brand Marks was never informed accordingly . Another problem experienced by the registrar is that when livestock owners with registered identification marks stop their farming operations
or an owner of livestock dies the marks are not deregistered . This provides an opportunity for criminals to abuse the system . Therefore the National Stock Theft Prevention Forum urges all livestock owners to contact the Registrar of Animal Identification Marks to update personal information or deregister redundant identification marks , where applicable . * Blank documents available for download at www . sasmallholder . co . za
