Beyond his work specifically on behalf of
chiefs of police, Frank has proven to be a
persistent champion in preparing
Georgia to meet the challenges of
professional standards for policing in the
new millennium. He continues to this
day, working tirelessly with state
legislators on behalf of Georgia law
enforcement to improve laws and
funding, to address the overarching
issues of crime, drugs, violence,
homeland security, and police-
community relations. Frank's numerous
personal and professional efforts are
probably the largest single contributing factor to our state's proud long-term achievement and
legitimate claim, that while Georgia is the eighth most populous state in the nation, we now
rank 42nd in police use of deadly force. What a proud accomplishment for our state! In
2016, Frank was also awarded the Liberty Bell Award and a Distinguish Service Award by
the Atlanta Bar Association for his work in facing challenges and improving relationships in
our diverse communities.
Speaking on behalf of the entire Georgia law enforcement community, I would like to say
thank you to Frank for his professional approach in propelling law enforcement into the 21st
Century and to congratulate him on achieving this significant milestone in his long and
distinguished career. We thank you for your many years of devotion to our beloved
profession, your innumerable contributions to public safety in Georgia, and your optimistic
team-working spirit that to this day helps our law enforcement community navigate in these
turbulent times in America.
