FDA Proposal: Assessing Safe Use Levels for Fragrance Allergens Per FDA’s request, Fragrance Creators is leading industry in dialogue with FDA on its upcoming efforts in quantifying the level of safe use of materials that have been identified by the EU as being fragrance allergens.  This is the first time FDA will be taking a step regarding the fragrance ingredients on EU allergen list. In December 2018, Fragrance Creators met with Linda Katz, Director of FDA’s Office of Cosmetics Colors, and 12:17:42 PM Emerald Kalama Fragrance Ad Halfpg and 2018.pdf 1 4/17/2018 two high ranking members of her team. Fragrance Creators led this meeting, with Research Institute for Fragrance Materials (RIFM) staff taking center stage as the technical expert, and PCPC there to demonstrate industry’s coordination, i.e., industry value chain speaking with one voice. The meeting exceeded expectations and goals, and FDA agreed to have subsequent meeting(s) with Fragrance Creators and RIFM to speak in more detail on key fragrance-related topics, such as QRA2 and others. Through coordination with RIFM and the Personal Care Products Council (PCPC) and communicating with IFRA, Fragrance Creators will continue to leverage opportunities to advocate for the correct interpretation of the QRA model, with the desired outcome of having a consistent way of evaluating the safe-use level of fragrance allergens. Canada Parliament Review of CEPA 1999 The Canadian government is currently performing a comprehensive review of the provisions and operation of the Canadian Environmental Protection Act, 1999 (CEPA 1999), as is required by section 343 of the Act to be done every five years. The Standing Committee on Environment and Sustainable Development submitted its report, “Healthy Environment, Healthy Canadians, Healthy Economy: Strengthening the Canadian Environmental Protection Act, 1999,” to the House of Commons.  Fragrance Creators is collaborating with CEPA Internal Coordinating Group (CEPA- ICG) to analyze the recommendations and provide feedback to the government.
