Lower level needs, such as physiological, safety, and security, MUST be met before the child can move up to the other levels
Therefore, it can be concluded that if these two needs are not being met continuously then things above will not be learned or aquired. Ex. if you don't have food you are not focusing on learning something new but rather on finding food.
