Implementation:
What has been delivered?
n Social value is a scored element of all major procurement
with suppliers required to commit to supporting social value
priorities and supporting local employment and the local
economy as part of their contract.
n Procurement and contracting arrangements fully
encompass the requirements of the Modern Slavery
Act 2015.
n Accord is signed up to Birmingham City Council’s Charter for
Social Responsibility which includes a fair pay commitment
to all employees in the Council’s supply chain.
n Accord’s Money Advice Service has worked with over 200
members of the community with income management
support, helping them secure over £90,000 of additional
income.
n Accord’s Employment and Skills service has generated
£3.22 of social value for every £1 of investment (based on
HACT’s wellbeing valuation tool) in relation to employment
outcomes. In addition participants on the pre-employment
programme are progressing well with their Work Star and
Self Esteem assessments.
n Across Dudley and Sandwell during 2016-17 jobs and skills
coaches have worked with 65 customers, 20 of whom have
moved into full time employment, contributing to a HACT
social value ratio of 1:£8.00
n Accord’s Social Value policy was approved in November 2016
and is being promoted to staff through an awareness raising
campaign in 2017.
n Accord uses, amongst other tools, the HACT Wellbeing
Valuation model, Outcomes Stars and the SROI (Social
Return on Investment) framework to internally measure
and analyse social value generated across community
investment projects, housing and care services.
