In his article , Fiorino surveyed the existing variety of indexes to measure national environmental performances and recognized the Environmental Performance Index as the best national environmental performance measure , comparable to the GDP indicator in economic policy . Moreover , he emphasized that , unlike other environmental indexes , “[ t ] he EPI is distinctive in providing a comprehensive set of indicators ” instead of focusing solely on “ its specific components , such as pollution , land use , or energy consumption ” ( Fiorino 2011 , 369 ). It “ assessed environmental conditions in 163 countries , for 25 indicators , organized in 10 categories ” ( e . g ., environmental health and ecosystem indicators such as climate change , forestry , fisheries , and habitat ). Moreover , it “ provides both a ranking and an assessment of each country and a ‘ proximity-to-target ’ analysis of how each compares to a widely accepted performance goal for a given indicator ” ( Fiorino 2011 , 371 ).
