policy and a robust federal or multilevel government . The book draws attention to an aspect so far underestimated in studies on federalism and multilevel governance . It addresses dynamics of these complex political systems from a new perspective . In view of disintegrative developments in the EU and a number of nation states , but also considering over-centralization and ineffective structures in many federations , the book deals with a topical subject and suggests ways of coping with these problems .

Our book starts with the observation that researchers in the environmental sciences are often frustrated because political actors do not follow their advice . The book describes a new political science-based approach for scientific knowledge transfer called RIU , for Research , Integration , and Utilization . This model sees the factors needed for knowledge transfer as being state-of-the-art research and the effective , political utilization to which it leads , and it highlights the importance of “ integration ,” which , in this context , means the active bi-directional selection of those research results that are relevant for political practice . In addition , the model underscores the importance of special political allies who are powerful actors that support the application of scientific research results in society . The book demonstrates that scientific knowledge could drive the world — but only if powerful actors support science-based political solutions and enforce other actors to use them . The analytical power of RIU is demonstrated against the background of six Austrian case studies in which scientific research results successfully influenced political decisions . Moreover , in an outlook , we describe potential cases for future RIU analyses , like the role of the IPCC for climate policy , or for diversifying responsibility for “ Responsible Research and Innovation ( RRI ).”
