However , this feature is not exclusive to the Environment SC , but is a trend that is even clearer in the case of the Education SC , perhaps because the matters for discussion have a much greater politicalelectoral saliency .
If the data are analyzed for the legislatures of Angel Gabilondo ( PSOE ) and José Ignacio Wert ( PP ), it can be seen that critical interventions are almost exclusively made by regions where parties other than the ruling party are in government .
