Catalonia and Asturias have a greater mean number of items ( 9.6 and 9.2 , respectively ) in Education and Aragon and Castille-Leon have more in the Environment ( 14.2 and 13.0 ). We believe that this , in itself , is an interesting piece of data , since it shows that in three out of four cases , the regions most likely to intervene do not have a national identity profile
In any case , the information displayed on Tables 4 and 5 is particularly interesting when the critical interventions of the Autonomous Regions are analyzed : noting the mean values and comparing them with the figures for general interventions , a series of percentage values is obtained that shows which other than the Spanish one , which seems to indicate that the SCs are not forums that reproduce the differences resulting from the center-periphery cleavage that is characteristic of the Spanish political system . However , this could also be a result of the data regarding attendance given above . regional representatives play more or less critical roles . In this regard , it can be seen that regions such as Cantabria have a very low profile in terms of objections made ( none of its interventions at the Education SC during 2001 – 12 is critical and only during the mandate of Cristina Narbona in the Environment did it refute some agenda
