LGBT history in CA framework

The inclusion of the role of lesbian , gay , bisexual and transgender Americans in U . S . and California history in the state ’ s new History-Social Science Framework for California Public Schools has been heralded as ground-breaking .
“ LGBT students are frequent targets of bullying and harassment , leading to lower graduation rates , depression and a suicide attempt rate up to four times higher than their non-LGBT peers ,” said Rick Zbur , executive director of Equality California . “ An LGBT-inclusive curriculum helps create an environment where all students can thrive . And by seeing themselves reflected in lessons and materials , students ’ experiences are validated and their sense of self-worth reinforced , creating the opportunity for students to be able to achieve academically .”
“ The new Framework ’ s thorough inclusion of history of LGBT people , events , and issues reflects the substantial professional scholarship in this area that has been produced over the past four decades ,” said Don Romesburg , framework director for the Committee on LGBT History and a women ’ s and gender studies professor at Sonoma State University . “ It allows all students to think critically and expansively about how that past relates to the present and future roles that they can play in an inclusive and respectful society .”
The framework includes lessons on family composition , the struggle for gay rights and historic figures such as San Francisco supervisor and slain activist
Harvey Milk , the first openly gay elected official in California .
Romesburg championed LGBT history as a civil rights issues , particularly in California , which is the first state to formally incorporate LGBT history into its curriculum .
“ California is proving itself to be a global leader in how LGBT rights and equality is understood ,” he said . “ By incorporating LGBT history into what our students learn , they ’ re really learning how to be better citizens for our diverse society .”
Many members of the public participated in the development of the History-Social Science Framework , which was approved by the State Board of Education July 14 . The framework received unprecedented public comment . During the online survey period , the California Department of Education received more than 700 public comments from more than 480 different submitters . During the second field review , Dec . 17 , 2015-Feb . 29 , 2016 , CDE received more than 10,000 e-mail comments .
In addition to LGBT history , the framework sparked other spirited debates , including “ comfort women ” in World War II , the Bataan Death March and the Battle of Manila , the Armenian Genocide , and discrimination faced by Sikh Americans .

“ In ACSA ’ s efforts to support California ’ s diverse student population , the association realizes the importance of serving its diverse group of leaders through providing relevant services that promote recruitment and retention efforts ,” Cuizon said . “ ACSA also realizes the importance of promoting diverse leadership to expose and inspire students to become educators and leaders who reflect similar ethnic backgrounds . Our networking events support these very efforts .”
The events are planned in collaboration with members to create agendas that focus on the specific needs of each group .
The Asian American leaders represented Southern California from Regions 14-17 . Instrumental in pulling the group together was former ACSA Board member and advocate for Asian Pacific Islander members Victor Thompson of the Los Angeles County Office of Education .
The group reflected on current conditions that include harsh realities that reflect challenges for Asian American leaders and students alike . These challenges include :
• There is a high value on education .
However , barriers to school engagement exist for families due to language differences .
• Educational resources are not always focused on Asian American student needs due to “ high achieving ” stereotypes . Identification and support is needed for students at risk of suicide as a result of pressure to live up to stereotypes .
• Current stereotypes perpetuate the categorizing of Asians in the same ethnic and cultural group , when there are differences among various Asian ethnicities , including Polynesian , Filipino , Korean , Vietnamese , Chinese , Japanese , Hmong , Laotian , East Indian and many more . Asians represent many different ethnic , cultural and religious identities .
• Pacific Islanders are often not included in conversations about Asian Americans , despite vast data points that highlight accomplishments and challenges .
• Career advancement aspirations present challenges for Asian Americans in numerous ways . Strategies recommended and recognized for advancement often are contrary to cultural beliefs . Concerns include issues of humbleness vs . networking and “ putting yourself out there .”
• Active involvement in the political
process needs to be increased , including voting and legislative advocacy .
• There is a lack of Asian role models in political and leadership positions . Aspirations to become a superintendent , for instance , are not common due to a lack of Asian representation at the cabinet level .
• There is a desire for more outreach to Asian American leaders to become engaged in ACSA activities .
Discussion of desired conditions for education leaders included realistic and solution centered ideas , grounded in support for students as well as the pipeline to the superintendency , including :
• Strengthen the pipeline to teaching and administration through mentoring , intentional recruitment , and educational pathways that support multiple positions
• Regarding state policy , such as the Local Control Funding Formula , single out Asian American students to foster support and resources .
• Provide ethnic studies programs in order to support teaching of various Asian cultures , and dismantle stereotypes .
• Provide access to expanded dual language programs , such as Mandarin .
• Host career days for Asian American students to expose them to the wide range of jobs available . It was noted that the medical field is currently a common career choice .
• Encourage PTA outreach to Asian families through intentional engagement strategies .
• Advance intentional recognition / acknowledgement of Asian American and diverse ethnicities within the Asian American category .
Efforts to expand the Asian Leaders Network include some future action steps for the group . ACSA ’ s Equity Project is committed to its goals focused on membership , communication and professional development . Specifically , ACSA will continue to focus on supporting the group through providing a networking event at the upcoming Leadership Summit , as well as regional networking events around the state .
As ACSA builds its mentoring program with a focus on support for diverse members , Asian mentors and protégés will be sought out with more intention and effort .
“ To foster deeper engagement of our Asian leaders , ACSA will continue to deepen its focus and efforts on providing relevant professional development and resources ,” said diversity leader Anderson . “ Future plans for support could include a conference that focuses on Asian American students that would encourage opportunities for sharing best practices and for deepening our support to effectively serve all students in California .”
