Los Angeles Unified School District local hero and longtime ACSA leader Robert Weinberg passed away March 5 in West Hills . Family , friends and colleagues alike knew him as a rough and tumble guy , and as a big , kind , loving teddy bear .
He was a career administrator , educator and athletic team coach for LAUSD for 42 years . Weinberg was a fixture in Region 16 , serving as president in 2002-03 and later as president of the LAUSD-retired charter , ACSAR , following his retirement in 2011 .
He led statewide advocacy efforts as president of the Secondary Education Council from 2008 to 2011 .
Weinberg was a retired principal of Sherman Oaks Center for Enriched Studies , where his leadership won national , state , and local awards for academic and extracurricular programs . He also worked at Granada Hills High , Taft High , Bret Harte Jr . High and Fremont High .
He is survived by his wife Nancy , daughter Rebecca , granddaughter Kamiryn , sons Ben , Adam and Todd , brothers Steve and Gavriel , former wife Lorraine , many nephews , nieces , cousins , friends , colleagues and students .
Memorial donations may be made to the American Diabetes Association , AALA-Student Scholarship Fund or JNF .

Ferndale USD Superintendent Jack Lakin has announced his retirement , effective June 30 . Lakin has led the district since 2010 . n n n
Desert Sands USD has announced that Scott Bailey has been named superintendent . Bailey is currently the chief academic officer for Washoe County School District in Reno , Nevada . n n n

Todd Lile has been named the interim superintendent of Madera USD . Lile steps in from his current position as chief academic officer of secondary education for the district . n n n
Bettina Adrian Blackwell will retire as superintendent of Trinity COE on June 30 . She has served in the position for the past five years . n n n
Placentia-Yorba Linda USD has announced that Janice Weber , administrator , Educational Services , is their Classified Manager of the Year ; and Debbie Silverman , principal of Tynes Elementary , is their Certificated Manager of the Year .

Marcia Turner has announced she is retiring after 38 years of service to Ocean View SD . Turner began her teaching career in the district and served as director of Special Projects then became assistant superintendent of Educational Services .

Ron Williams , Region 12 director on the state ACSA Board , is one of three California superintendents earning a 2017 National Superintendent Certification from AASA . Williams , superintendent of Victor Valley Union HSD , was joined by Ruben Zepeda II of Aromas-San Juan USD in Palmdale and Alicia Henderson of Bellevue Union SD in Santa Rosa in receiving recognition at the recent AASA conference in New Orleans . They were among 36 superintendents nationwide completing the certification process .
To date , four cohorts , totaling 87 superintendents , have finished the AASA Superintendent Certification Program . Anonymous feedback consistently ranks the content , presenters and overall experience as useful or very useful to their work . Launched in 2013 , the National Superintendent Certification process is spread over 18 months and is tailored for superintendents who have been in the job seven years or fewer . The forums , seminars and coaching provide opportunities to define and examine issues that surface in real-life situations . n n n
The Hesperia Unified School District board has announced David Olney will succeed David McLaughlin as the district ’ s next superintendent . Olney was a teacher and principal in HUSD for 18 years before serving San Bernardino County as superintendent of Trona Joint Unified School District . He returned to HUSD in 2015 as assistant superintendent of Innovative Technology and Communication , and was recently appointed deputy superintendent . McLaughlin said he is confident the district will have “ one of the best superintendents .” n n n

State to roll out frameworks

There are a number of events coming over the next few months that will help roll out the framework for the new state science standards and the history-social science standards . The Next Generation Science Standards events will be two-day sessions , and the history-social science events will be one-day each .
The California Science Framework offers comprehensive guidance to support implementation of the California NGSS . Attendees will learn how to use the gradelevel descriptions , snapshots , vignettes , and connections to other state-adopted standards in the framework to improve science instruction and learning . Topics include phenomena-based instruction , classroom assessment , professional learning , and access and equity .
Rollout events are scheduled in nine different locations throughout California and are presented by the California Department of Education , California County Superintendents Educational Services Association , WestEd , California Science Project , and the California Science
Teachers Association .

California History – Social Science Framework Rollout events will explore instructional shifts in the California History-Social Science Framework . These events provide a full-day examination of the instructional shifts , updated and expanded content , aligning history – social science instruction with English language arts , and inquiry-based instruction across grade levels .
The rollout events are offered through a partnership of CDE , the California History – Social Science Project and the California County Superintendents Educational Services Association . There are six rollout events at various locations throughout California .

What makes Summer Programs for School Leaders at UCLA so unique ?

For 23 summers , practicing and aspiring school leaders have attended ACSA ’ s Summer Programs at UCLA . Some say this program is life-changing , others say it has completely shifted their thoughts and focus in just one week . But what truly makes these programs unique lies in the heart of our summer programs – the powerful learning opportunities and the synergy participants create over the intensive , multiple day ( and night ) experiences on campus as a learning community .
Taken individually , each aspect of the programs can be found in many other professional development offerings . But the summer programs are unique in offering opportunities where all of these activities occur in one concentrated period , each building upon the other , creating a synergy that goes far beyond the traditional professional development offering . These programs provide the much needed opportunity to spend a concentrated period of time learning , discussing and reflecting on educational leadership without the inevitable interruptions of the school day .
With such a focus on school accountability , the administrator is looked to as an instructional leader , reflective practitioner , catalyst , a manager and a facilitator who ensures that student achievement is improving . Therefore , our programs are designed to address all of these roles . Realizing that there is no one blueprint for leadership , the challenge throughout the program is for each participant to take the learning from colleagues and nationally recognized experts and apply it to his or her situation . Our focus during the summer programs is on leadership and accountability , leading to improved student achievement . Each program has been designed to include :
• Opportunities to interact with leading researchers in educational administration , a unique opportunity to “ get beyond the text ” and ask questions of researchers whose work you have read and studied ;
• Small ongoing discussion groups of educators who have a common base of experience , while at the same time divergent viewpoints , with whom you can dialogue on the theories presented by the researchers and identify the practical applications you can use immediately ;
• Time for individual reflection , often through journal writing , to consider how this can apply to your school setting and your leadership style ; an opportunity to build a network of fellow administrators who face the same daily challenges as you and whom you know well enough to call upon whenever you need support and advice . Principals ’ Summer Institute | June 26 – July 1
The Summer Institute is designed for seasoned principals that have at least two years of experience as a site leader . The focus of this program is not the “ nuts and bolts ” of school leadership but rather on creating cultures and practices of collaboration and leading change . Topics include leading instruction , working with diverse cultures , implementation of common core instruction , using technology to ignite instruction , creating systems and instruction for English Learners . Faculty this year includes Doug Reeves , Horacio Sanchez , George Manthey , Kate Kinsella and Jay Westover . It also includes an afternoon of outdoor learning and a field trip to the Museum of Tolerance in Los Angeles . New and Aspiring Principals ’ Institute | June 27 – 30
The Institute is designed for those just finishing their first year as principal or those who have just been hired as principals . Never before has there been a time of change such as what we are experiencing right now . As participants learn throughout the week , reflective time will be spent on our focus of the week : Becoming an Authentic Leader : Ready to Connect , Ready to Lead , and Ready for Change . Leadership development is the process of self-invention , which is directly linked to the creation of personal authenticity . The week is designed to take participants through a series of reflective exercises to identify not only who they are as leaders , but who they want to be as a leader with all the responsibilities and accountability of today ’ s principals . In the end , every participant will leave with a plan to get there . Faculty this year includes Sharroky Hollie , Stephanie Graham-Rivas , Jay Westover and Jeff Eben .
This year these two programs are running simultaneously , giving district teams an opportunity to double up their learning – sending experience principals to the Principals ’ Summer Institute and brand new or aspiring principals to the New and Aspiring Principals ’ Institute . Both programs have time built in Wednesday night for district teams to collaborate .
