not a credential , which would allow service as the interim teacher of record for the full length of leave for any contracted teacher on a statutory leave as defined in regulations . The TPSL would not be an option to fill teacher vacancies . Service would be limited to the specific setting indicated in the document ’ s authorization statement .
“ When a statutory leave forces a school to rotate a series of substitute teachers through a classroom , the opportunity to develop routines , trust and respect are limited ,” Gephart said . “ The TPSL is a step toward bridging that lost continuity until the teacher of record is able to return from their leave .”
School districts will be responsible for providing mentoring and support for teachers serving under TPSL authorization , including lesson plan development , effective instructional strategies , and positive interactions with students . The plan to support teachers with the TPSL authorization will be locally designed and locally controlled .
School districts are encouraged to plan now for the implementation of the TPSL authorization , which could be as soon as October , but more likely January of 2017 , Gephart said . TPSL will be closely monitored for the first several years to ensure its effectiveness and appropriate use . The TPSL assignment data would be provided annually in the Teacher Supply Report as well as biannually in the Assignment Monitoring report .

Prior to adoption , the CAPE were thoroughly reviewed during Administrative Services Credential Think Tank meetings , resulting in essential themes that coincided with recommendations from the alignment team , including :
• Ensure the CAPE are at a foundational level that seamlessly progress into the CPSEL .
• Incorporate student health and wellbeing .
• Address graduating college and career readiness .
• Provide a clear focus on building principals , instructional leadership and school leadership .
Gephart said CTC staff will now move forward with the development of the Administrative Performance Assessment , now referred to as the CalAPA . A design team , consisting of 15 members representing the full range of administrative services preliminary preparation programs , administrator induction programs and the geographic regions of California will meet with commission staff and representatives of Evaluation Systems group of Pearson on a regular basis over the next two years to create the new CalAPA .
All preliminary administrative services credential candidates completing a CTCapproved preparation program are required to complete the performance assessment prior to receiving their administrative credential .

While Cribari admits to challenges , he prefers to direct his attention to ensuring success .
“ Societal issues create the most challenges and potential for success ,” he said . “ We offer more and more students necessities – from access to counseling due to family situations to breakfast and shoes . When we provide a particular student with what he or she needs , a smile grows , confidence blossoms and academic success follows .”

Family engagement a priority at Camellia Basic Elementary

Parent involvement is integral to accomplishing the goals of the statewide Local Control Funding Formula . At Camellia Basic Elementary School in Sacramento City Unified School District , families welcome their role as contributors to their students ’ learning .
Working with the Parent-Teacher Home Visit Project , Camellia has built a program that engages parents and guardians to become partners with teachers . Parents learn about academic standards and how they translate to the work their children do in the classroom .
“ We teach them how to be their children ’ s teacher at home ,” said former principal Kamaljit Pannu , who estimated 40 percent of Camellia students are English language learners .
The process starts with building trust through voluntary home visits , where teachers and families get to know each other and discuss goals for students . Then , parents and other family members are invited to become part of the Camellia Academic Teacher Team , which brings them into the classroom to really experience what students do . CATT meetings are held after 5 p . m . for maximum participation . Child care is provided on campus , allowing parents time to focus on students ’ lessons and learning strategies for continuing the teaching at home .
Lysette Lemay , Sacramento region coordinator for the Parent-Teacher Home Visit Project , said getting families involved at school requires building their comfort level .
“ We reach out to families and meet them on their own turf ,” she said . “ Once trust has been established , families will come to students ’ classrooms for dynamic , interactive engagement . It takes the traditional parentteacher night and flips it on its head .”
The Camellia program is definitely not a sit-and-get . Parents experience the classroom as their children would – sitting in their desks , seeing their work on the walls and lessons on the board . They interact with teachers , who give them tips on such matters as what students get marked down for or what behaviors are unacceptable on field trips .

compare to others in the class . Then they learn game-related activities they can take home to help students grow academically . The games touch on such basics as geometric shapes and the five-sentence paragraph .
Most important , families and school staff are building a community that embraces collaboration .
“ We ’ re in this together ,” Pannu said . “ School is there to help , and parents see it that way .”
Pannu understands the value of parent engagement , having immigrated to American from India with his family as a child . “ I did have parents who didn ’ t speak English and didn ’ t always know how to navigate a process ,” he said .
Pannu was honored as an ACSA Region 3 Administrator of the year in 2015 . Like many gifted education leaders , he is on an upward career trajectory . He moved midyear to the Natomas USD district office , where he is director of human resources .
The Parent-Teacher Home Visit Project got its grassroots start in Sacramento and has become a nationwide model used in more than 400 schools in 17 states . The Camellia Basic Elementary program has resulted in marked academic growth , as well as an increase in support and understanding by the community .

CA teachers summit set for second year

On Friday , July 29 , thousands of teachers will gather in nearly 40 locations throughout California for the Better Together : California Teachers Summit , a free day of learning by teachers , for teachers .
The event is organized by CSU , the New Teacher Center and the Association of Independent California Colleges and Universities . It ’ s an opportunity to share ideas , join a teacher network , and learn effective strategies for implementing the new California Standards in the classroom .
Last year ’ s event drew 15,000 educators , and this year has even more in store . Continuing education credits are available to interested teachers at minimal cost . Register at http :// cateacherssummit . com .
The summit will take place from 8 a . m . to 3 p . m . Keynote addresses by education leaders , TED-style EdTalks presented by local teachers , and Edcamp discussions are scheduled . School administrators are encouraged to attend .
