Budget impacts on K-adult education

Shining after a severe stroke
Joe Chao would rather not talk about himself . He ’ s perfectly content to stay out of the spotlight .
“ I want to be treated like everyone else ,” Joe said . “ I don ’ t want people to single me out . I don ’ t really like to be the center of attention that much .”
And yet , Joe might be the most popular student at Los Alamitos High . Just ask his teacher , Tami Sciacca .
“ He can command a room when he walks in and not say but two words ,” Sciacca said . “ He ’ s been through so much but unless you sit down and just talk with him , you would never know how much .”
In February of 2004 , 4-year-old Joe lay in a hospital bed after a blood clot in his brain led to a severe stroke . As a result , Joe was left partially paralyzed on the left side of his body . and sent it to Gov . Brown for his consideration The governor has 12 working days to sign the budget . Although the governor has limited line-item “ blue-pencil ” veto authority to reduce or eliminate any appropriation , we do not expect many changes .

statutory changes to implement the 2018- 19 budget package , and was passed by both houses mostly on a bipartisan vote on June 18 and now makes its way to the governor ’ s desk .

The 2018 Retired Administrator of the Year Award winner , Steve Bailey of ACSA Region 13 , has been a dedicated member of ACSA since 2005 . During the 13 years he has served as the developer and moderator of AC- SA ’ s LGBTQ Network , and has forged a new path for equity at the highest levels of educational leadership .
Bailey worked closely with state ACSA to develop the LGBTQ Network for administrators and developed a website for the group housed on the Region 12 webpage , that is designed to disseminate information and provide community as well as reliable resources for education leaders . Thanks to his efforts , the fledgling network has continued to grow and is a strong part of ACSA ’ s equity offerings to members .
Bailey ’ s focus on ensuring that the personnel who support California ’ s LGBTQ students are knowledgeable , compassionate role models is one of the many reasons ACSA is proud to honor him this year . He has gone above and beyond in bringing his experiences as a gay man in education to the table to help other educators understand and more thoroughly appreciate the struggles of LGBTQ students and the roles educators play in offering safety , acceptance and advocacy to best meet these student ’ s needs .
“ The dedication and energy of the K-12 setting is infectious ,” he said . “ No matter what your role is in the district , whether that be in the classroom , the school office , the custodial or clerical ranks , food service , business or as a classified administrator in the district office , you are part of something much bigger than yourself . ”

“ The doctors nearly gave up ,” Joe said . “ And it was a miracle that I survived . My parents would tell me that a lot worse could have happened . So I guess I just feel grateful for all of it . They taught me to always be thankful . And appreciate what you have .”
Joe spent the next few years in physical therapy , learning how to adjust to his new life . But along the way , he found a sport that captivated his interest : basketball . “ Basketball has always been something that I can go do when other parts of my life

ECE feedback requested . As part of the work to update and strengthen preparation for California ’ s early childhood education workforce , CTC staff developed draft teaching performance expectations , administrating performance expectations , and preparation program guidelines in collaboration with a technical advisory panel of ECE professionals . The Commission is now seeking statewide stakeholder feedback on these draft documents in order to further inform its work . Formative assessment . The California Department of Education has announced the release of the sixth video in the Formative Assessment in Action series . The video – “ Three Acts Math Lesson ” – highlights the work of State Network of Educators member Cassandra Gartung , an instructional coordinator in the Victor Elementary School District . Women ’ s conference . Registration is open for the Women in School Leadership Forum , Sept . 26-28 in Newport Beach . This collaboration between ACSA , the National Association of School Superintendents and the American Association of School Administrators has become a premier event for women school leaders . The United States Supreme Court is expected to imminently deliver a ruling on the Janus vs ASFME ( Janus ) case as Ed- Cal went to press . The Janus case challenges whether the mandatory collection of agency fee dues is a violation of an employees ’ First Amendment Rights . It is anticipated that the U . S . Supreme Court will side with the plaintiff and make agency fee dues voluntary rather than mandatory . Public employee unions are concerned about the potential loss of members resulting from the decision .
In response to the unions ’ concerns , the
California Legislature will pass legislation this week to limit the impact of a Janus decision on public employee unions . The legislation will become law immediately upon the signature of the governor through the budget trailer bill process . The legislation will consolidate a number of separate bills moving through the traditional legislative process in order for their application to be immediate . Sections of the bill of particular interest are :
• An employee who requests to cancel or change an authorization for payroll
