Bully prevention a year-round effort

Rodrigo Portillo ' s parents made big sacrifices to move his family to America .
October is National Bullying Prevention Month , a time for many school districts to focus even more attention on what has become a year-round effort in California .
Ensuring schools are safe for all students is a statewide priority . In Temecula Valley Unified School District , a new online initiative has encouraged students to report instances of bullying , which district leaders say has resulted in saving lives . The “ Report Bullying ” initiative , powered by Let ’ s Talk ! from K12 Insight , gives students a dedicated place on the TVUSD website to report acts of bullying or other potential threats to student safety
The cloud-based communication solution connects community members and school leaders 24 / 7 from a computer , tablet or smartphone . The technology was designed to make it easy for parents , teachers , students and staff to engage with schools in a way that makes them feel both safe and
comfortable .
Since rolling out the Report Bullying feature early this year , the district has received more than 100 comments and concerns from students and other community members , each of which is routed immediately to a district team member for investigation and follow up . Repaying his parents for their sacrifice

Rodrigo Portillo is quick to admit he had more responsibilities than a normal teenager . And everyone took notice .
“ I could tell with Rodrigo when he was in ninth grade , ‘ This guy ’ s not cut of the same cloth as all the others ,’” Ukiah High teacher Sid Bishop said . “ He gets the business done .”
Rodrigo ’ s parents were born in Mexico , but immigrated to the United States in hopes of providing a better life for their children .
“ They left Mexico and came over here without knowing any English ,” Rodrigo said . “ They left their families . They came for us to get an education .”

“ Growing up , going home you speak Spanish ,” Rodrigo said . “ And then going to school , you had to speak English . So I didn ’ t really have that much practice when I was at home . So , it ’ d be speaking Spanish . Then go to school , speak English .”

Survey reminder . Statewide , superintendents receiving a survey from Fluent regarding LCFF implementation are asked to complete the survey immediately . Since 2014 , the Local Control Funding Formula Research Collaborative ( LCFFRC ), a group of senior California researchers from a variety of universities and research organizations , has been charting LCFF ’ s implementation through case studies , hundreds of interviews with local and county office of education officials , administrators , teachers , and parents , and published reports . LCFFRC is planning to release the initial survey results in mid-January 2018 .

Sid Albaugh ’ s background as a teacher , site administrator and coach informs his role as a school district business leader and recipient of the 2017 Business Services Administrator of the Year Award .
“ For me , my decision to become a school business leader was something that took time to evolve as I developed as an educator and as a person ,” Albaugh said . “ As leadership opportunities were offered to me , I accepted the challenges and learned from both my successes and my failures .”
Albaugh won the ACSA award as assistant superintendent of business services for rural Rescue Union School District and now serves in the same position at the 17,000-student Oxnard Union High School District .

The RAND Corporation and RAND Europe have released the first-ever , stateby-state analysis in 47 states of the economic implications of a shift in school start times in the U . S ., showing that a nationwide move to 8.30 a . m . could contribute $ 83 billion to the U . S . economy within a decade .
Even after just two years , the study projects a national economic gain of $ 8.6 billion , which would already outweigh the costs per student from delaying school start times to 8:30 a . m . The costs per student are largely due to transportation , such as rescheduling bus routes and times , which would be affected by the school start time change .
Negotiator of the Year . ACSA ' s Human Resources Council urges members to submit nominations for the Negotiator of the Year Award . Deadline for nominations is Nov . 13 . Later school start time studied

The study used a novel macroeconomic model to project economic gains to the U . S . economy over 20 years from 2017 , with gains being around $ 140 billion after 15 years . On average , this corresponds to an annual gain of about $ 9.3 billion each year .
In California , Senate Bill 328 stalled in the Legislature in September , but may be back when the legislative session begins again in January . The bill by Sen . Anthony Portantino , D-La Cañada Flintridge , pushed for an 8:30 a . m . start time for middle and high schools .
