Within the Regional Mobility theme, GO TO 2040 includes recommendations for “Invest Strategically in Transportation” and in which chapter is contained the “Major Capital Projects” These are the proposed construction of a relatively few major transportation capital projects (highway and transit), fiscally constrained to the amount of funds to likely be coming to the region (as required by federal transportation planning regulations), which proposed projects have been carefully evaluated to improve operations, access, mobility, and economic opportunity. In Lake County the major capital projects recommended for construction in the GO TO 2040 fiscally-constrained priority list are: New Projects or Extensions: Central Lake County Corridor: IL 53 North and IL 120 Limited Access Expressway Additions and Improvements: I-94 Add Lanes North Transit Improvements: Metra UP North Improvements Metra UP Northwest Improvements/Extension The GO TO 2040 Plan affects transportation decisions in Lake County because of the need to expend federal transportation dollars in conformance with the GO TO 2040 Plan. Illinois Route 53/120 Blue Ribbon Advisory Council On June 30, 2011, the Illinois Tollway Board of Directors announced the creation of the Illinois Route 53/120 Blue Ribbon Advisory Council to develop regional consensus on whether to move forward with the Central Lake County Corridor: IL 53 North and IL 120 Limited Access project, the scope and configuration, the design and elements, and how it should be financed. The Tollway looked to the Advisory Council to recommend a series of best practices for an integrated, multi-modal, 21st Century corridor that is financially viable, environmentally sustainable and socially responsible. The group included local elected officials, transportation and planning agencies and a diverse group of environmental, civic, business and labor representatives.
