Surface parking lighting standards are outlined in Section 716.08, which
state that adequate lighting shall be provided if the facilities are to be used
at night, but that such lighting shall be arranged and installed so as not to
reflect or cause glare on abutting properties.
City of Smyrna
The City of Smyrna includes the following lighting regulation applicable to all
residential districts:
Lighting shall be established in such a way that adjacent
properties and roadways are not adversely affected, and that
no direct light is cast upon adjacent properties and roadways.
Any lighting associated with night outdoor activities shall be
established in such a way that adjacent properties and
roadways are not adversely affected, and that no direct light is
cast upon adjacent properties and roadways.
As part of Site Development Standards for Corridor Design Districts (CDD),
per Section 717.11, Site lighting, furniture and signage, all parking lots shall
be illuminated with Georgia Power's shoe box luminaire or equal and all
sidewalks and walkways on private land shall be illuminated with acorn‐top
historic gaslight type luminaires as provided by Georgia Power or equal.
The City Code Sections 719 and 720 provide lighting regulations for the
Redevelopment Overlay District (ROD) and Mixed‐Use District (MUD), which
state that lighting levels should not exceed 0.25 footcandles when measured
at adjacent residentially zoned properties; however, there are no limitations
on lighting levels in the districts when adjacent to nonresidential properties.

Section 901 of the City of Smyrna Code provides lighting standards for
parking design which are enforced by the Chief Building Official. According
to this section, adequate lighting is needed if the facilities are to be used at
night, provided such lighting shall be arranged and installed so as not to
reflect or cause glare on abutting properties. Additionally, all new
commercial parking lots shall provide adequate lighting for security of
pedestrians. This lighting shall have a minimum of 2.0 footcandles and a
uniformity ratio (the distribution of light over an area) of at least 5:1. This
subsection includes parking for all new commercial construction. Lighting at
the edge of parking lots shall be directed away from residents to prevent
glare.
Lighting is also regulated in Chapter 46 Environment, of the city code which
declares strobe lights a nuisance pursuant to Section 46‐4. In this section,
any person who places, permits or allows any type of strobe light upon a
property or inside any premises that is visible from any point beyond the
property on which the strobe light is located shall be deemed t o have
created a nuisance and punished pursuant to Section 1‐8 of the code.
Chapter 82 of the code sets regulations for signs. Section 82‐12 prohibits any
spectacular sign which is an advertising display sign, advertising copy that is
animated, constructed of metal, wired for lights or luminous tubing, or both,
with copy action controlled by flashed circuit breakers or matographs
(projection devices) and attached on an open‐face steel structure built
especially for that purpose. This definition does not include signs which
indicate time, temperature, or date, nor does it include electronic display
signs whose sign copy does not change more than one time per hour.
Section 82‐15 requires that for all signs, no illuminated sign shall produce
more than 100 watts of light which shall be directed away from adjacent
property and the right‐of‐way and that no series, lines or rows of electric,
neon or other lights shall be allowed, except where expressly permitted
