Off-Base Observations
Throughout Cobb County and the cities of Marietta and Smyrna there are several different lighting strategies applied . This is typical in areas where there are several different entities that own and maintain the lighting .
Georgia Department of Transportation The State of Georgia Department of Transportation ( GDOT ) is the transportation agency for the State of Georgia . GDOT has authority over the development and maintenance of all State and federal roadways , bridges , and related infrastructure in Georgia , except where state and federal highways are located within local jurisdictions ’ city limits . Lighting systems may be located on the GDOT right‐of‐way , which is defined by GDOT as all land under the jurisdiction of GDOT and whose use is controlled by GDOT , but in all cases , the local government for which the right‐of‐way is located in , is responsible for the energy operation , and maintenance cost of the lighting . The responsibility for the preliminary engineering , materials , and installation costs associated with lighting is either covered by GDOT or shared with the local government , depending on which agency initiated the lighting .
In Cobb County , the agency charged with maintenance of street lights in unincorporated parts of the county , including state and federal highways , is the Cobb County Department of Transportation .
The City of Marietta is responsible for maintaining all rights‐of‐way within the city limits , including state and federal roadways . State and federal roadways within the city limits that Marietta is responsible for are US 41 ( Cobb Parkway ), SR 120 ( Whitlock Avenue / South Marietta Parkway ), SR 120A ( North Marietta Parkway ), SR 360 ( Powder Springs Street ), SR 280 ( Cobb Drive ), SR 5 ( Austell Road ) and I‐75 ( Larry McDonald Memorial Highway ).
