On-Base Mitigation Analysis
Due to the economic and technical significance of Dobbins ARB to the
region, it is important to protect the military missions to ensure a constant
state of military readiness. It is recommended that Dobbins ARB explore
mitigation strategies to address localized lighting system issues.
Any retrofits or additions to lighting systems are required to comply with
UFC 3‐530‐01.
The UFC document encourages:
LED lighting luminaires to reduce energy consumption and wasteful
light emission
A Color Correction Temperature (CCT) of no greater than 4100K to
reduce skyglow in exterior applications
A color rendering index (CRI) of no less than 70 for exterior
applications
Department of Defense Guidance
The Department of Defense (DoD) Unified Facilities Criteria (UFC)
promulgates instruction for exterior lighting systems to reduce excessive
light emissions through document UFC 3‐530‐01, Interior and Exterior
Lighting Systems and Controls. This UFC provides instruction for retrofitting,
constructing, budgeting, and maintaining lighting systems on military
installations. The utmost goal and priority for both the exterior lighting
systems is to:
Design exterior and interior lighting systems to minimize energy
consumption, reduce maintenance costs, improve lighting quality
on DoD Installations, at the lowest life cycle cost.
