recommendations of the Construction Industry Workforce Taskforce; • Requires CareerSource Florida to develop a plan to implement the recommendations of the Construction Industry Workforce Task Force using existing federal funds and the Florida ReBuilds program model for implementation; • Authorizes the Department of Business & Professional Regulation to use building permit fee surcharge funds to continue the Construction Industry Workforce Task Force through the University of Florida Rinker School of Construction; • Modifies the Florida Building Code update and adoption process by requiring the Florida Building Commission to: • Use the most current version of the nationally- adopted codes (I-Codes, National Electric Code, etc.) for review and updates; • Adopt provisions in national codes to maintain eligibility for federal funding from FEMA, HUD and the insurance discounts from the National Flood Insurance Program; • Adopt the updated code and other code provisions (through the Technical Advisory Committees) by two-thirds vote rather than the current three-fourths vote; • Preserve adopted Florida-specific provisions in the Florida Building Code rather than sunset such provisions every three years; for one-or-two-family dwellings when the current connection meets hydraulic demand; • Preserve local government local code amendments relating to water conservation; • Prohibits special or independent districts, as well as local governments, from requiring additional fees to demonstrate proof of workers comp insurance or licensure, including when pulling a permit, when the information is already recorded; • Directs the Florida Building Commission to amend the Florida Building Code-Energy Conservation to eliminate duplicative energy commissioning reporting requirements for HVAC and electrical systems; • Authorizes licensed design professionals, electrical engineers or mechanical engineers to provide commissioning reports; • Directs the Florida Building Commission to amend the code to provide options for acceptable standards for substitution of door components on exterior doors; • Prohibits requiring a self-closing door latch from garage into house on single-family residences; • Specifies a permit is not needed for painting one’s own home, even if the home is owned by a limited liability company; • Prohibits local governments from requiring a separate water connection for a fire sprinkler system • Prohibits local government adoption of ordinances or building permit requirements that conflict with corporate trademarks, service marks, logos, etc.; • Prohibits additional fees by local government when property owner or contractor hires a private provider for plan review or inspection; • Authorizes licensed electrical or alarm contractors to act as prime contractor or subcontract work under certain circumstances; and, • Provides for training and increased employment opportunities for building code administrators and inspectors.
