Open Competition – NUCA of Florida supports legislation prohibiting local ordinances from requiring specified employment provisions for state-certified contractors on projects where state dollars are used. In many areas of the state, local governments currently require a contractor, subcontractor or material supplier engaged in the construction, maintenance, repair or improvement of public works to pay employees a predetermined wage or prescribe wage rate, employee benefits and single source training. Environmental & Infrastructure Funding – Adequate state funding of the Clean Water and Drinking Water State Revolving Fund (SRF) programs as well as funding to address Florida’s aging infrastructure are priorities of NUCA of Florida. Workforce Development - The Florida Legislature recognized the critical shortage of a trained construction workforce by creating the Construction Industry Workforce Task Force. A final report to the Legislature and Governor must be submitted by February 1, 2017, and we expect legislation based on the findings of the task force. Legislation is being drafted by Sunshine 811 that would require mandatory damage reporting by member operators, thus providing a factual record of excavation damage to underground facilities and identify the root causes of excavation damage to underground facilities. The data will provide valuable information in developing an enforcement program that meets the new federal standards.
