NUCA OF FLORIDA with inadequate damage prevention law enforcement programs . Legislation is being drafted by Sunshine 811 that would require mandatory damage reporting by member operators , thus providing a factual record of excavation damage to underground facilities and identify the root causes of excavation damage to underground facilities . The data will provide valuable information in developing an enforcement program that meets the new federal standards .

Open Competition – NUCA of Florida supports legislation prohibiting local ordinances from requiring specified employment provisions for state-certified contractors on projects where state dollars are used . In many areas of the state , local governments currently require a contractor , subcontractor or material supplier engaged in the construction , maintenance , repair or improvement of public works to pay employees a predetermined wage or prescribe wage rate , employee benefits and single source training .
Environmental & Infrastructure Funding – Adequate state funding of the Clean Water and Drinking Water State Revolving Fund ( SRF ) programs as well as funding to address Florida ’ s aging infrastructure are priorities of NUCA of Florida .
Workforce Development - The Florida Legislature recognized the critical shortage of a trained construction workforce by creating the Construction Industry Workforce Task Force . Where will we find new hires ? What training programs work ? A final report to the Legislature and Governor must be submitted by February 1 , 2017 , and we expect legislation based on the findings of the task force .
