The U.S. Department of
Transportation (DOT) is still planning
on publishing its Final Rule for the
Commercial Driver's License (CDL)
Drug and Alcohol Clearinghouse
on Aug. 29. The rulemaking was
sent to the White House's Office of
Management and Budget (OMB)
on May 18. It will require carriers
to report failed drug tests and
test refusals of CDL holders to
the Federal Motor Carrier Safety
Administration (FMCSA). Owneroperators must also report to
FMCSA the consortium of thirdparty drug test administrators they
use and authorize the submission
of information on any of their
drivers, including themselves, to the
database. Meanwhile, the Notice of
Proposed Rulemaking to mandate
speed limiters on trucks is still hung
up more than a year after being
sent to the OMB. The projected
publication date has been pushed
back to the end of this summer. DOT
also expects the joint rule between
the Environmental Protection Agency
and the National Highway Traffic
Safety Administration, which would
implement the next phase of fuel
efficiency and emissions standards,
to be published on Sept. 12.
