FEDERAL SMALL DISADVANTAGED/WOMEN-OWNED BUSINESS
UTILIZATION/COMPLIANCE
Public Law 104-106, the Federal Acquisition Reform Act of 1996, made significant changes in federal
procurement policies (see Legislation Section 1, PL 104-106). These changes will be reflected by new and/or
amended Federal Acquisition Regulations (FAR).
In June a final Rule was issued to bring the FAR into conformance with revised small business size standards.
Many other changes were made in this same Rule which impact small and small/disadvantaged businesses.
A proposed Rule was issued by the Federal Acquisition Regulatory Council in fall, 1996, to amend federal
regulations which facilitate contracting by electronic commerce.

Public Law 95-507 mandates that all prime contracts issued by Federal Agencies to large businesses which are
