SBA PROGRAMS
7(j) Management and Technical Assistance Program
Under Section 7(j) of the Small Business Act, the MED office enters into contracts, grants and cooperative
agreements with service providers to provide targeted assistance in accounting, marketing and proposal/bid
preparation. Industry-specific technical assistance and entrepreneurial training also are available. (The SBA
does not provide grants to start or expand businesses.)
Targeted customers are small disadvantaged businesses, low-income individuals, firms in either laborsurplus areas or areas with a high proportion of low-income individuals.
The program is delivered through 7(j) providers of management and technical assistance, (including small
business concerns, minority educational institutions, and other educational institutions), SBA.
