The staff provides training to State and local agencies on certification procedures and conducts outreach efforts to the community to inform individuals and businesses of their rights under the Department’s Regulation, 49 CFR Parts 23 and 26. The Department receives between 100 and 200 new appeals annually. The staff presently requires about 49 hours to adjudicate a case after receipt of the complete file. During the past 10 years, the Department adjudicated over 2000 certification appeals and third-party complaints. The downward trend of appeals filed with the Department can be attributed to the External Division’s participation with the Office of Small and Disadvantaged Business Utilization staff in its marketplace outreach program.
