AFRICA DIARY INTERNATIONAL SOLAR ALLIANCE: THE FRENCH CONNECTION BY AMITAVA CHAUDHURI* The International Solar Alliance set up by France and India has been dubbed India’s place in the sun as the fi rst treaty-based UN organisation registered under Article 102 which is headquartered in India. W ith its growing stature and technical capabilities, India seems to fi t in well in the ISA setup but the French connection can seem intriguing to some. Physically half a world apart and different in language, culture, and development the two nations seem to have been galvanised by a common vision of prosperity for millions in poverty around the world. Obviously, there is a meeting of great minds somewhere, but one has to locate the link to understand the role of France and the potential of the French connection. It was over 20 years ago that the seeds for this alliance were sown by India’s Prime Minister Atal Bihari Vajpayee and France’s President Jacques Chirac, both statesmen of stature with a vision and empathy for the developing world. Though the world was very different then with no looming crisis of climate change, their strategic partnership had stated: “Both countries share a perspective that the new world order has to be a genuine multi-polar world order.
