I believe that this kind of assertion is plain and simple fear mongering .
I believe that this kind of assertion is plain and simple fear mongering . We believe that the good common sense of the vast majority of the profession will prevail . Engaging in sexual touching of a patient has never been permissible and if Bill 87 is passed , such conduct , when proven , will trigger mandatory revocation where previously revocation was a discretionary penalty that could be ordered . There is no evidence that changing the penalty for proven , abhorrent , physical sexual conduct with a patient will lead to rampant false accusations of sexual misconduct being leveled against physicians . Sexual abuse allegations comprise a very small percentage of the complaints that we receive on an annual basis . In fact , the percentage has remained consistent for the last decade at about 2 % of all complaints received . It is critical that physicians perform all clinically indicated examinations . Physicians who avoid performing a clinically indicated examination are at far greater risk of receiving a complaint concerning the care that they have provided or lack thereof than receiving an unfounded complaint of a sexual nature . Physicians ought to do what they have always been expected to do when conducting examinations . This guidance is clearly set out in the College ’ s Maintaining Appropriate Boundaries and Preventing Sexual Abuse policy .
****** At this last Council meeting , I formally gave my notice as Registrar with plans to conclude my term in March 2018 . It is hard for me to believe that I have been involved here since 1995 and have been Registrar since 2002 . It has been an honour and a privilege to do this important work and I have been fortunate to work with dedicated Councils and devoted staff . Over the next few issues , I hope you will indulge me as I share with you my final few thoughts as Registrar .
Thank you . MD
