He likely exposed his patients to harm through role and boundary confusion inherent in the methods of his practice. Dr. Laing executed an undertaking to the College by which, among other things, he resigned his membership in the College effective October 10, 2013, undertook never to apply or re-apply for registration as a physician to practise medicine in Ontario or any other jurisdiction after that date, and would be subject to continued supervision of his practice until his resignation took effect. Reasons for Penalty Counsel for the College and for Dr. Laing jointly made submissions in favour of an order that Dr. Laing attend before the panel to be reprimanded and pay costs to the College.
