The building will be located on Independence Avenue , which was the first paved road in Windhoek , and runs through the heart of the city in the Windhoek Central Business District . Some of the facts include a site area of 4 595m ² and the GLA of 15 948m ². There will be a ground floor and five office floors with six basement levels . Provision will be made for 685 parking bays . Initially the staff complement will be 775 with a maximum capacity of 1100 . The plan is also is to incorporate both a staff restaurant and a wellness gym . The restaurant will overlook Zoo Park . The estimated completion date of the project is the first quarter of 2015 .
The building will form part of the larger precinct development known as Freedom Plaza , which incorporates the entire space from the FNB site up to the Hilton Hotel . The developer , Freedom Square ( Pty ) Ltd , jointly owned by United Africa Group and Redefine Properties , has been working together with the City of Windhoek on a development framework to enhance and optimise public spaces . This framework ensures that the development fits the infrastructure , parking requirements and commercial potential of the CBD . It also includes and caters for the craft market and tourism kiosk .
