HIGHWAY BILL PASSES WITH A 3-MONTH EXTENSION Before the US Congress left for its August recess, the US Senate passed a long-term highway and transit bill, known as the DRIVE Act, by a vote of 65-34. However, the US House of Representatives passed only a threemonth extension of the highway and transit programs, while indicating that it plans to work on its own version of a long-term highway and transit bill when it returns to Washington DC on September 8th. With the current extension of MAP-21, the Federal highway authorization expires on October 29, 2015. It is difficult for State DOTs to plan projects, and eventually place those projects out to bid without long-term certainty of Federal funding. That, in turn, makes it difficult for construction-related companies, such as Delta and Colas, to plan for capital improvements and expansion. Please contact your US Representative and urge them to pass a long-term highway and transit bill when they return from the August recess next week. You may contact your legislators in a number of ways. SAFETY CULTURE EXCELLENCE WORKSHOP On the 18th of August, Delta’s supervisors, managers, and lead personnel were involved in a four-hour training course called the Safety Culture Excellence Workshop (SCEW). The purpose of the workshop was to introduce the reasons why Delta is accelerating the pursuit of safety improvement. The workshop also explained the pathway Delta will take to achieve safety goals and to prepare leaders to take an active role in the process. The six criteria for Safety Excellence explained in the workshop included that: 1. Top management is visibly committed 2. Middle management is actively involved 3. Front-line supervision is performance-focused 4. Employees are actively participating 5. The system is flexible to accommodate the culture 6.
