the total number of citations issued by the state Game and Fish Department have been above 2,000. It’s no coincidence that the high number occurred at the peak of oil activity in western North Dakota in 2014. That year, a record 2,712 citations were written, most of the coming from McKenzie, Williams and Stark counties. Close alternates vying for high honors are Ramsey, Burleigh, McLean and Morton County. It’s important to remember, says warden chief Bob Timian, that conditions governing citation figures can vary at any given time, including a shortage of wardens for various reasons, or an increase. But figures over the past several years are consistent. While “minor in possession” is high on the list, we don’t know if all o f those citations were written in connection with the hunting and fishing process, since wardens also have the same powers as any police agency. But if any degree of them do occur while minors are in the field, carrying weapons or driving watercraft, it’s cause for concern. Several other categories where infractions occur are consistent from year to year. Leaders include citations for: • Inadequate number of PFD’s on a watercraft • Failure to leave ID of sex of game • Tagging violations on deer • Possession of weapon hold- ing more than 3 shells • Exceeding limit, small game • Exceeding limit, fish • Loaded weapon in vehicle • Hunting on posted land • Littering Those are the biggies, consistently, year after year. Interestingly, having a loaded weapon in a vehicle comprises about 23 percent of all hunting violations each year. Who Needs a License? Another category of particular interest, since its number are always very high, are licenses, especially fishing licenses. Judging from the number of citations each year, a lot of folks seem to think they don’t need one.
