Following a major Marine Services Review in autumn 2017, CHC amalgamated its marine services teams into
one provider with one name, Cowes Harbour Services.
The Marine Services Review included a recommendation for a business restructure and as a result, Ed Walker
has been promoted to ‘Deputy Harbour Master – Marine Services’, and Jock Rafferty has been welcomed into
his new role as ‘Marine Services Manager’ responsible for day-to-day operations. One of the management
team, Barney Sollars, decided to take the opportunity to follow alternative avenues.
These changes will enable CHC to further the Commission’s ethos of one team working together to provide
fl exible marine services to customers, all under the Commission’s name and adhering to its core values and
guiding principles. As a result of the Marine Services Review, CHC is now developing the standards by which
the Commission will measure its marine services management.
The Cowes Pilotage Service underwent a full external quality assurance audit in November 2017. The audit
involved practical assessments of each authorised Pilot as well as an audit of safety and risk management
processes to evaluate and measure pilotage standards.
Human Resources: Review and update the CHC T&Cs and reward strategy. 2017
A review and update of the CHC T&Cs is currently a work in progress.
Cowes Harbour Commission employs 26 full time and three part-time permanent staff. The core team is supported
by a number of additional seasonal staff during the summer months. The Harbour Master/Chief Executive, Captain
Stuart McIntosh, maintains overall responsibility for the organisation, delegating the majority of the day-to-day
operation to the appropriate manager.
Jon Kidd is Deputy Harbour Master – Statutory, responsible for the day-to-day delivery of CHC’s statutory duties.
Jon is the appointed Port Safety and Port Security Offi cer and acts as the principal marine Pilot. Jon is also
responsible for the management of the Cowes Harbour Services Fuel Berth. Ed Walker is Deputy Harbour Master
- Marine Services, responsible for the commercial management of CHC’s marine services. Ed also provides an
additional authorised pilotage resource for the Cowes Pilotage Area. The Marine Services Manager, Jock Rafferty,
is responsible for the day-to-day operational management of CHC’s commercial marine services.
