RAISING THE STAKES Gaming development in the Capital Region is spurring competition BY JORDAN VENEMA In January 2019 Wilton Rancheria plans to start construction of Sacramento County’s first tribal casino, making the Wilton Rancheria Elk Grove Resort and Ca- sino the region’s first urban casino. Though construction won’t be completed until May 2020 at the soonest, the development al- ready is causing ripples among established tribal casinos and state-licensed card halls that seek to remain competitive in an in- creasingly saturated market. “We’re the only federally recognized tribe in Sacramento County,” explains Raymond Hitchcock, the chair of Wilton Rancheria. Right now, Sacramento’s clos- est tribal casino is Thunder Valley Casino Resort, 30 miles north. The Wilton Rancheria project will take the place of the unfinished Outlet November 2018 | 83
