A Message from
City Manager Kristine Ridge
“The Next 30: Safety, Growth,
Prosperity”
Nearly thirty years ago, 89 percent of
our City’s residents voted in favor of
incorporation. A few weeks later, Laguna
Niguel became the 29th city in Orange
County. Since then, our city has grown to become one of the
safest, most prosperous cities, not only in Orange County, but
in all of Southern California.

Safety will always be our top priority. Over the past year
we have taken many steps toward a safer and more secure
community. Whether it is increased school safety efforts,
speed limit enforcement, or keeping drugs off our streets
through the collection of 80+ pounds of excess prescriptions,
our Police Services Department is dedicated to ensuring
a safe environment. Additionally, the City has taken an
active approach toward large scale emergency and disaster
readiness. Recently, our City emergency management staff
worked with the California Army National Guard in joint
exercises to better prepare us in the event of a large scale
disaster. Our efforts to maintain the reputation of being
Orange County’s safest city didn’t stop there. Through the
attentiveness to residents’ concerns and a resilient drive, we
were able to get the Orange County Board of Supervisors
to rescind its proposal of a temporary large scale homeless
shelter in Laguna Niguel. Instead, to combat homelessness, we
formed a Task Force on Homelessness that has been working
closely with local faith-based and nonprofit organizations to
help the homeless with needed services while maintaining
public safety. and Contemporary dance. She has taught musical theater for
Second to the safety of our residents is economic development.
Our unified goal is to attract and retain businesses that
contribute tax revenue for community investment and to
provide for amenities that will contribute to the community’s
quality of life. Our City has the demographics that are
appealing to existing businesses and new ones. Businesses
know if they make Laguna Niguel home, they will receive
a streamlined process and business friendly environment –
including a brand new concierge program. With economic
development, comes growth in our tax base. Stewardship of
tax revenues is a high priority. Consistent with the past, the City
continues to adopt fiscally conservative budgets, while setting
aside funding for capital improvements. As a result of these
fiscally prudent practices, we are able to make substantial
capital improvements without incurring any debt. An example
of this is the new Crown Valley Community Center project. Miss Nicole is a Hawaii native and discovered her
We have been busy but our work to keep Laguna Niguel
