HICAP (Health Insurance Counseling Advocacy Program) Offered through the Council on Aging of Southern California, HICAP offers unbiased and individualized counseling on Medicare and other related health insurance topics on the first Monday of the month from 9am-12pm.The counselor can help you better understand benefits and enrollment, supplemental policies, long-term care, prescription drug plans, and other insurance concerns.
