STRATEGIC PLAN IN ACTION GOAL 7, HIGH PERFORMING GOVERNMENT ORGANIZATION Continuously working towards becoming a high performing government organization is a key strategic goal of the City Council. The International City/County Management Association (ICMA) has identified conducting surveys for data-driven decisions as a leading practice for local governments to pursue in evaluating their performance, enhancing their communications with the community, and helping with decision making. At the request of the City Manager a line item was added to the Communications department budget for a citizen survey. The Citizen Survey will be conducted by the National Research Center, Inc. (NRC) a leading survey research and evaluation firm focusing on the information requirements of the public sector. ICMA partners with the NRC and provides valuable benchmark data from local governments across the United States. NRC’s highly skilled team of social science researchers has extensive experience and insight into local government. In addition, the City will utilize “mySidewalk,” a city intelligence tool, to prepare online dashboards to help translate survey and demographic data for the City Council and staff to make operational, strategic, and policy decisions. The survey will be conducted citywide through a random sample beginning in January and online opt in survey that will kick off in February. Qualitative data will also be collected through a Citizen Summit/focus group and a Facebook Town Hall. Data from the citizen survey will be provided to the City Council in advance of the March 23 Strategic Planning Retreat. This critical baseline data will provide citizen feedback to aid in the strategic plan update and provide valuable information that can potentially enhance all City services.
