SUPPORTING SMALL BUSINESS
A diverse array of small businesses is an essential element of Port St.
Lucie’s economy. In an effort to support local small businesses, the City
Council approved $25,000 in Community Development Block Grant funding
for a small business grant program. CenterState Bank also provided a
matching grant in the amount of $25,000. Eligible businesses can receive
up to $5,000 for the purchase of inventory, marketing, professional service
and training. The businesses must have a current Port St. Lucie business
license, have five employees or less and be located in a low-to-moderate
income census tract or the business owner must qualify as low-to-moderate
income. The City also launched the Business Accelerator Program in
partnership with Indian River State College. This is a 12-session program
at IRSC in St. Lucie West that helps small business owners with a variety
of topics, including marketing, human resources, finance and legal issues.
City Updates Job Titles
The City of Port St. Lucie is ever growing, and our needs change regularly. To
keep up with those changing needs and ensure a diverse workforce, Department
Directors constantly review their staffing needs and adapt them to suit their ability
to be responsive to our residents and internal customers. Part of this intensive
review includes the modification of existing and the creation of new positions.
To create a new position, a job analysis is conducted using a Job Analysis Tool
(JAT) to determine the essential duties of the position. Decisions must be made
as to the level of responsibility the position holds in areas of leadership, working
conditions, complexity, decision-making, and relationships with other positions.

titles were created on
the City’s Pay Plan to
reflect inclusion and
accurate classification.

A determination is also made as to
the level of experience and education
needed to perform the job. From the
job analysis, an empirical method is
used to determine where the position
is placed on the City’s Pay Plan, and
an external market comparison may be
conducted as well. A job description is
also developed from the job analysis.
