sì che i valori di Valore Attuale Netto
(Net Present Value, NPV) e Tasso di
Rendimento Interno (Internal Return Rate,
IRR) nell’analisi sociale siano più elevati
rispetto all’analisi per investitore privato. La
robustezza dei risultati è testata mediante
un’analisi di sensibilità particolareggiata,
che ha preso in consi derazione variazioni
(specialmente avverse) di tutte le variabili
in gioco. Per l’intero corso di tale analisi,
l’estensione del progetto alla rete di Roma
mostra valori di Net Present Value (NPV)
positivi. Nel complesso, le prospettive per
l’ammodernamento della rete elettrica di
Roma tramite il progetto Smart Grids di
ACEA possono dunque essere considerate
molto positive. Naturalmente, per un quadro
più dettagliato sugli impatti delle tecnologie
Smart Grid, la CBA economico-finanziaria
dovrebbe essere integrata con studi mirati
sul ruolo del consumatore finale e valutazioni
non monetarie sulle esternalità non
quantificabili (ad esempio l’impatto sociale
e sulla salute, o il contributo agli obiettivi di
policy). Questo lascia intuire come il valore di
ciascun progetto Smart Grid possa differire
sensibilmente da quanto percepito in termini
monetari. Lo scopo del JRC è di continuare
a monitorare l’avanzamento di questo e altri
progetti, lavorando con le parti interessate
alle Smart Grid per identificare possibilità
e modalità che rendano le reti intelligenti
un’attività redditizia per gli investitori e
benefica per la società nel suo complesso.
The robustness of results is tested by means
of a detailed sensitivity analysis, which
considered variations (especially adverse) in
all entailed variables. In the entire analysis, the
extension of the project to the grid of Rome
shows positive values for NPV.
The overall outlook for ACEA’s Smart Grids
modernisation project of Rome’s electricity
network may be deemed very positive.
Clearly, in order to obtain a more complete
picture of the Smart Grid scalability
challenges, the financial/economic CBA
should be complemented with targeted
studies on the end-consumer role and nonmonetary appraisals of non-quantifiable
impacts and externalities (e.g. social/health
impacts, contribution to policy goals). This
implies that the value of each Smart Grid
project can differ substantially from the value
perceived in monetary terms.
The goal of the JRC is to continue monitoring
the progress of this and other projects,
working with stakeholders interested in Smart
Grids to identify possibilities and modalities
which will make these new solutions a
profitable activity for investors and a beneficial
condition for society as a whole.
