In 2010, according to the statistics from National Disaster Prevention Bureau and Ministry of Civil Affairs, floods have effected 29.4 million people, killed 211 and made 119 victims disappear. For economic loss, the number had reached to 43.3 billion yuan. C Facing with mounting diasters, fire fighters are always at the first line. With the approaching to summer time, a period of probable flooding, attention has focused on how flooding can be prevented. China Fire Bulletin had an opportunity to talk with Fu Libing, deputy chief in Sichuan Fire Department. CFB: Chief Fu has been commanding several flood responses in Sichuan Fire Department. What do you think the features and damage of a flood disaster are ? Fu: Flood has three qualitative features: seasonality, regionality and repeatability. At the middle and lower reaches of the Yangtze River area, flood occurs frequently in summer with the same climate cause; while at the Yellow River area, it has different cause and effect.
