and Connectivity (make it easier to get around). This was all made partially possible through funding from Measure R, a half-cent tax passed in 2009 that funds new rail and bus rapid transit programs, Metrolink projects, Metro Rail improvement projects, rail and bus operations, and other transportation issues. It highlights the local interest in expanding public transportation in Los Angeles, as traffic and inner-city housing become an ever increasing urban planning problem. A main goal of the Union Station Master Plan is to maintain the historical décor and limit negative impact to the surrounding communities. Thus, an extensive Programmatic Environmental Impact Report was commissioned, and initiated in the summer of 2015. Physical improvements will include upgrading surrounding parks, such as Father Serra Park across the street. Metro estimates up to 3.25 million square feet of development on private lands, with opportunities to acquire additional real estate for development. This could include additional hotels, cultural sites, retail, housing, and/or entertainment.
