2016/17 Annual Report Our Achievements • Received approval from the Department of Education & Training for participation in an Apprenticeship and Training Completion (ATC) project pilot with the objective to improve the completion rates of Apprentices and Trainees in Victoria. • Participated in the launch of the Victorian Apprenticeship and Traineeship Taskforce under the State Government’s Skills First initiative; • Made successful “seed funding” application under the Workforce Training & Innovation Fund (WTIF) Skills First initiative to support development of the Centre of Excellence in Earthmoving (CEE) program. Water Industry Liaison Committee (WILC) WILC comprises representatives of the five key Melbourne Water Industry Authorities and industry groups including CCF. The committee provided comment to authorities on water industry design, construction standards and codes of practice, water industry technical training, competency and accreditation, together with Quality assurance and OH&S matters. Our Achievements • Following the outcomes of the 2015 workshop to develop a Master Contractor “Code of Conduct” covering OH&S compliance, subsequent feedback indicated that this type of arrangement was too legalistic, hard to administer and without substance pertaining to the safety culture. • “What We Stand For” was developed to encourage and instil the expected safety behaviours of the industry and not to reiterate the safety regulations and standards. This document was incorporated into the new version / update of the CCF Management Code covering our CCF Certified Contactor Management System (release 3Q 2017). Throughout 2016-17, CCF provided representation on reference groups facilitated by the Environment Protection Authority (EPA Victoria) and Department of Environment, Land, Water and Planning (DELWP). EPA Victoria Business Reference Group The EPA Business Reference Group is comprised of industry association representatives and bodies to support EPA Victoria in the discharge of its functions by providing advice in relation to... • • • The administration of the Environment Protection Act 1970, and its regulatory and compliance framework; Emerging environmental issues or developments; and; Cross-industry operational strategies, programs and projects. The Victorian Government committed $45 million towards a number of regulatory reforms a result of a comprehensive independent inquiry into the regulator. CCF as part of the EPA Business Reference Group provided input and feedback into several key programs and components of the proposed reforms, including... • • • • A review of the Environment Protection Act, its subordinate instruments, regulation and guidance material; The establishment of a pilot program of Victor ian local government environment protection officers; Review of EPA Victoria’s prosecution strategy to hold polluters to account; and Suggestions for proactive / preventative education strategies through media statements. Waste Stakeholder Reference Group The Victorian Government is reviewing Victoria’s hazardous waste policy and regulatory framework. The review is being led by DELWP in partnership with the EPA Victoria and Sustainability Victoria and focusses on the following topics... • • • • How the proposed General Duty might apply to the waste sector; How wastes that have a high risk of mismanagement (i.e. C&D waste) could be better captured in a management system; Models for strengthening responsibilities across a waste ‘chain of custody’; and Control proposals to address stockpiling. 33
