2016/17 Annual Report Foundations for Safety Committee including Traffic Management Industry Forum & AS 1742.3 Working Group Facilitated by WorkSafe, CCF participated in the Foundations for Safety Committee aimed at reducing the construction industry’s incidence of deaths, injuries and diseases to improve the level of compliance with OHS requirements on Victorian construction sites. Our Achievements • Reviewed use of Temporary Barriers with Worksafe Victoria for OHS standards and update of VicRoads guidelines to practitioners on the use of temporary safety barriers at worksites. • Provided direct input into a series of Safe Worker and Traffic (SWAT) campaigns, a joint initiative by WorkSafe’s Construction Program, VicRoads and industry to promote safe traffic management at roadside worksites throughout Victoria. As part of the SWAT campaign, WorkSafe inspectors are visiting construction sites to ensure that traffic related hazards and risks are adequately controlled where employees (including contractors and their employees), pedestrians and road traffic interact. • Contributed to Standards Australia update of the AS 1742.3 regulations. This included review and comments on the new Standards prior to release for public comment in 3Q 2017. Austroads guidelines will be developed to provide further information on how to safely implement traffic management at worksites. It is expected that the Austroads guidelines will be published at the same time as the updated AS 1742.3 targeted for release in December 2017. Anushan Jayaratne, John Kilgour, John Miller, Robert Garrard (CCF), Robert Chilton and Robert Tabor (Lantra). • Provided input into the National Training and Accreditation Scheme being established by Austroads for the installation and maintenance of road safety barriers. CCF made representations to LANTRA, a UK based company, on the potential implementation of their scheme and associated training through Civil Train. An extensive financial analysis and Business Case was developed and submitted to the CCF Victoria Board to assess this training opportunity. • Secured temporary letter from VicRoads for students to allow training on “live sites” under direct supervision for RIIWHS302D course - Implement Traffic Management Plan. Noise & Confined Space, Prevention of Falls, Plant & High Risk and Construction Reference Committees CCF participated in these four Worksafe Stakeholder Reference Groups (SRG’s) with focus over the last 12 months on OH&S Regulatory Reform in regards to the Confined Spaces Compliance Code, Hazardous Manual Handling Compliance Code, and Plant Compliance. The Codes provide information for employers on how to identify hazards and control risks associated with confined spaces, hazardous manual handling including the management of any risk of musculoskeletal disorder (MSD); and plant used in the workplace. Our Achievements • CCF made a submission to the OHS Regulation review seeking specifically changes relating to Part 3.6, High Risk Work, Schedule 3 Part 1 – Dogging. 30
