Creating a better and fairer industry
ADVOCACY
Be “the voice” of our members and wider civil
industry by effectively representing their interests to key
stakeholders, including the 3 tiers of Government (Local,
State & Federal), on relevant industry matters.
Our FocuS
STATE GOVERNMENT
Over the last 12 months, CCF continued to make
representations to Government, its Departments and
Agencies, in a number of key areas where our opinions
were actively sought to influence outcomes for the
betterment of the civil construction industry. Importantly,
it is now being recognised by Government the impact that
the major forward works program in this State is having in
terms of developing the “capacity and capability” of our
industry sector to support its delivery.
Our Achievements
•
CCF actively promoted improvement in local and
State Government procurement processes, advocating
for the establishment of “state-wide” pre-qualifications
and the reduction of multi-layer compliance and red tape.
•
Following a submission by CCF, the State
Government released its findings and recommendations
into Reforming Public Construction in December 2016.
Many of the recommendations made by CCF were
adopted including…

Greater standardisation of procurement
processes across government;
-

Reducing unnecessary time and costs to
industry in tender processes;
Improving government capability and planning
in construction procurement.
•
CCF commended and supported the release of
Infrastructure Victoria’s 30-year infrastructure strategy
which was tabled to Parliament in December 2016. This is
a key milestone in creating Victoria’s first ever, all sector
infrastructure strategy containing 137 recommendations
of which 70% have relevance right around the State.

CCF actively engaged with the Red Tape
Commissioner, Dr Matthew Butlin, on reform in a number
of key areas including…

Duplicated local government & VicRoads
requirements for documentation for
pre-qualified tenderers;
-
“Double Bonds”/Bank Guarantees throughout
the civil construction industry for works;

Approvals for oversize (OSOM) vehicles via
NHVR and VicRoads;
-
Access to suitable earth resources/materials
due to quarry permits and work plans.
•
On 19 May 2017, CCF entered into an historic
Memorandum of Understanding (MOU) with the State
Government to work in partnership in examining how
industry and Government can work together to ensure a
sufficient supply of qualified and trained workers to meet
future requirements; and how we can support employment
opportunities for vulnerable and disadvantaged workers
as part of the delivery of future infrastructure projects.
