The Canadian sector’s decline can be tracked to the date that the legislation was introduced. Others believe it actually started mid-November when several companies had their shares halted several times in the same day – interpreted by some as a signal that regulators were effectively capping the upper limit ROI - we can see in the chart that follows that is not correct. I would suggest the data and information do not support that view as evidenced by the index reaching a new high in April 2017. The short term impact from mid-November through late December is however undeniable. The 359.19 peak coincides with the previous table on the date Bill C-45 was introduced in Canada.
