LEGALIZATION 69

Proposed regulations, that will now be withdrawn, called for several new license types. Processing would allow cultivators to work together to trim and dry plants into finished buds, or trim. Under manufacturing, a new license was proposed for packaging and another for infusing products only without extraction. Ethanol was proposed as a volatile solvent, but the new law might not support that when new regulations are published.

NEVADA HITS A SPEED BUMP

On July 1st, Nevada began selling adult cannabis. Their supply chain was to be supported by distributors licensed under state liquor laws. It became quickly apparent that there were not enough distributors to get finished product to retailers and the alarm bells went off. The Governor signed emergency regulations that allowed for more distributors on an emergent basis and it seems the crisis will be avoided. The lesson to be learned is that the supply chain must be up and running so that product can get from the cultivators and manufacturers to the retailers. It seems demand for adult cannabis will be substantial. If there isn’t enough legal product, or if it’s too expensive, the black market is standing by to fill the need.

The future of legal cannabis in states with commercial schemes seems bright. There are no guarantees since the current Administration has been less than forthcoming about how it will deal with cannabis in legal states. Be careful out there.
