As STEP developed, the need for regular training for all participating motorcycle enforcement personnel was identified. Several
STEP agencies, particularly the smaller ones, had neither the
resources nor the staffing necessary to provide regular training for
their motorcycle enforcement personnel. Because of safety concerns
involved in motorcycle enforcement, STEP responded by successfully implementing a bi-monthly training schedule available to all
